The rectangular marquee tool suddenly restricts only to a small square. The elliptical version is normal.

If the Rectangular Marquee tool has been set to Fixed Ratio or Fixed Size, that could lock it to a square. Look in the options bar at the top, and make sure the Style option is set to Normal.

 

Each tool remembers its own settings, so the Elliptical Marquee tool may be set differently.
