Mask when there is none bug

I am trying to put this BG layer behind these text layers...the BG layer is masking off the text layers...but its  behind all of them and there are no masks in the file? Latest drivers, with or without GPU? The bottom image is the same with the BG moved down. Why is it masking these layers?

took me forever to see that there was a blend if setting on those layers (someone elses file) no bug issue resolved
