Masking tool is greyed out

I am looking to add a mask to my layer (hoping to color out the copy layer so that the photo background is the orginal color but the subject is brightened). However, my masking tool is unavailable.

I have tried the "q" button and resetting my preferences.

Hi @Allyson323131939t26 have you tried resetting your preferences? Go to Settings/General and click the reset upon quit button.

Yes, I have tried that. Nothing changed. 

Also, when I opened a new document the masking tool was already unavailable, so it isn't just one new layers.
