Matching two cartographic maps - Detail of country into world global (different transform)

Hello, please give me advice match those two maps (transform, location, scale, matching points):

So my goal is two compositions (layers in right position, here a can after change transparency or colours) one is map of country - detail of Russia with blue lines. Second is global world with green placement of data from source map.
