What version of Photoshop do you have?

Can you post a screenshot of what your seeing?

Did you try the Maximize button at the top right of Photoshop to fit Photoshop to your screen?

Please post a screenshot to illustrate the issue. There isn't a toolbar below the layers panel. Perhaps you are referring to the Contextual Task Bar, which can be dragged anywhere on the screen and accessed from Window > Contextual Task Bar?
