Motion Blur Effect Help

Does anyone know how to create the exact effect of the below? I can't seem to replicate it with a motion blur. Is it a smudge effect? But that seems tedious and the blur is going in a particluar direction. 

Any help appreciated!

Hi try wind effect then apply blur effect hope it helps you....regards

Makw sure you create a smart filter first! so it is no distructive!

Give a try to path blur (blur gallery effects) you can do almost anything with vectors…
