Move Selected Image to New Background

I used the Ellipse tool to select the part of the image I want but when using the Move tool to transfer it to a new background it flares out and doesn't cut cleanly.  How do I fix this?  Thanks,

WHat is the Ellipse Tools Feather setting (see Options Bar)?

Sorry...its Feathering at 250px.  I read the wrong thing.  Should I make it zero?

Edit->Prefereneces -> Performance -> Enable Legacy Composting

Yes, you should make the feathering zero pixels for a clean cut out.
