Move tool causes selected layer to change

Hi! When trying to move a layer with the mouse, the selected layer changes to another random layer. As a result I can't really move any layers! (Nudging it with the keyboard works but takes forever of course.)

What's going on? I just updated to the latest version but that didn't help. I was going to try and reset the preferences but holding Alt + Ctrl + Shift during start up does not do anything.

It should if you have its auto-select option checked in the tool option bar. Try unchecking the Auto-select layer the targeted should not change then.
