Move tool freezes file

Using the move tool will freeze Only the file I'm currently working on but not Photoshop itself. 

Move tool is the only tool this happens with. I first noticed this bug in Photoshop 2020.

The file is still able to Save while frozen, and can be re-opened without closing Photoshop.

Having to close & reopen my file resets the History and ruins my workflow. Please help 

 

Things I've tried

  • Un/Reinstalling Wacom drivers
  • Un/Reinstalling Photoshop
  • Un/Reinstalling Adobe CC
  • Clean Un/Reinstalling graphics drivers 
  • Updating Windows and keeping all drivers updated

Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

This did not work for me.

Apologies for the delay. Any other suggestions? 

 

I've found another work around: Opening a new window for the same file allows me to swap without closing once it freezes.
