I am trying to move a layer under a selection to make a layer via cut. But when I move the layer, the selection moves along with it.
Assuming I correctly understand what you're trying to do...
1) First create a workpath with the Pen tool.
2) Switch to the Move tool to reposition the layer.
3) NOW turn the workpath into a selection.
(By the same token you can work in the other direction: create a selection with the Marquee/Lasso tools, convert the selection to a workpath, reposition the layer, then turn the workpath back into a selection.)
I'm guessing you can do all this in PS 7. It's been so long. I had all my hair back then.

Do you know that Photoshop 7 is more than 20 years old? I don't even have a copy of that one lying around. I'm sorry, but there won't be anyone at Adobe, who will look into bugs of Photoshop 7. I will move that to the general discussions. Maybe one of the ancient guys remembers what was going on.

Just tried it out. That's normal behaviour, even in Photoshop 23.5.
If you want the Jays to be masked out, create a layer mask (
) and break the link between the mask and the picture:
You can then move your layer and your mask will hide what you want to hide.

Yes I know how old it is😅 I just cannot afford the new one so I use this...
But I don't think you understood what my problem was, I do want to mask the jays but from a selection made from the pen tool. But when I try to move the layer towards the selection, the selection moves with it. This has not happened before, if there is any solution please reply.

Oh, you can use Photoshop 7 as long as it works, but you can't file anything that does not work as a bug. It's too old, and any bug in Photoshop 7 is baked in.
I understood perfectly what happens. It's the same behaviour as my Photoshop 22.

Rather than moving the object, instead move the selection by switching to one of the selection tools like the Lasso Tool or Rectangular Marquee Tool, then place the cursor inside the selection and drag.
