How can I move the title block of text in this image, just a few millimeters to the left, so there is symmetry between the title and the edges of the border?

If you had the master file, you could reposition the Type layer, but if it's a flat file, I would marquee-select the Text I want to move and cut it (Ctrl- X) You'll have a blank spot, sample the cover color and fill it in.

Next Ctrl-V to paste the text on a separate layer and use the Move Tool on the top layer to position it where you want.

You can flatten it to make the changes permanent or make a layered copy in case you want to re-edit.  Save a flattened copy as the final.

Expanding on Gene has told you, if it is not alread live text, then I would make it so.  Especially if you are ever going to print it, or change its size.  It will always appear cleaner and sharper than baked in raster text.  AFAICT There is no texture in the red background, so it ill be simple to mask out the original text.

Select the layer containing the text.  use the arrows keys on your keyboard to nudge i, once you have the text box.

If it's just an image of the text: Gener7 advice is spot on.

If the background did have texture like below, and the object you need to move can not be made into a vector, then don't forget Content Aware Move It works very like the Patch tool moving the content, and blending the moved pixels into their new background.  It would be tricky getting the text perfectly centered this way though.
