MSVCP120.dll missing notice

When I try to open PhotoshopCC 2018 directly I get this error. I have tried reinstalling the MIcrosoft Vissual++ Redistribution Package (2017) as suggested in existing posts. Still can't open Photoshop directly. I have no problem opening Photoshop when entering through Lightroom CC (by "edit in") but I can't open Photoshop directly. Any advice? I think I have tried all the fixes I have identified.
