My cloud document didn't save locally when offline and now my progress is gone

I was working offline on my iPad on a photoshop cloud drawing for a few hours, and in the past it saved locally and then uploaded to cloud once I was back on the internet, but this time it just created a new conflict document with some of what I did. The rest of my work on that document is now gone. Does anyone have any idea of what happened and how I can fix it?

 

(I know I have pretty small chances at recovering what I did, but I definitely don't want this to happen again in the future!)
