The latest Photoshop is naturally slow. if you want fast startup, try other version.
Since Photoshop 2018~2019, the speed of loading has gradually increased with changes in the synthetic engine, and the reality is that it is gradually slowing down toward 2020, 2021, and 2022.
Some people say the advantages of Macm1,m2. Fast boot speed. As soon as you click on the photoshop icon, it's going to start.
You can consider the m1,m2 processors if you simply want to speed up the boot. Of course, the work environment is equally slow for both Windows and Macs.
If you don't need the latest features, try 2015 and 2015.5 in the CC series. It's a fast speed that you can't feel in 2022.
And if you want to feel the original normal speed of Photoshop, I recommend using Photoshop CS6.
Equivalent to the loading speed of m1,m2. Photoshop was originally a fast and light program.
But you'll have to make a choice in the future because you're silent about speed improvement
In conclusion,
if want "Fast", choice CC2015~2017. 2018~2019 version is normal.
if want "Fastest", choice CS6
if want "Some new function, but not too slow and stable", take CC2020

Which other apps? How slow is Photoshop? How much RAM you have? Do you have lots and lots of presets like brushes, actions.... which needs to be loaded?

You need a powerful recent computer to run Photoshop 2022 successfully, with at least 16GB of RAM and lots of spare hard disk capacity – what are your seystem specs?

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
