Need help to Add a thick border or frame around a Photo in Photoshop and wording

I need help with out to create the thick border around an image along with the thin highlighted border as well as how to add the wording or titles to the image.  I've attached a sample of what I'm trying to do.  I've already shot the image and edited it.  I just need to add the thick dark purple area around the photo and the gold border also around the photo as you can see in the attached photo.  After that, I'll need to add the title and date.  Thanks for your help,

If adding the name and the date is a very frequent task it might be worth looking into automating it with a Script.

Thank you c_pfaffenbickler for your response.  Yes, adding the name and date will be a frequent task.  Actually, I'd like to create something to re-use where all I have to do is drop the new photo in, adjust the top, bottom, and side areas to accommodate the new photo, adjust the color of the top, bottom, and sides if I want, and change the title and date texts.  I want to spend the time up front creating some type of reuseable template that will reduce the amount of time spent later on as I shoot different photos that will require this template.

Do you use the full Creative Cloud? 

If so Indesign might provide an easier approach for automatically changing the text to the name of the placed image.

Hello,

I would open the image you gave us, use the eyedropper to select the color of the background.

Open the new image, double-click on the background layer to jump it to its own layer.

Then go to image>canvas size, and create a larger canvas around your image, and use the foreground color for that.

Open the example image, and select the color of the border.

In the bottom of the layer panel, click on the FX, and select to add a stroke.

Finally, you just use the text tool to add the texts in your image.

I would suggest to search in the online help if you need to learn more about the tools...

Thank you PECourtejoie.  I really appreciate your response.  I was able to get the job done, however, I will have to create a similar job for different groups of people over the course of the next 6 weeks.  Then, I'll have to do something similar a few times throughout the year.  Same format just different text and dates.  I'd like to create some type of camvas template where all I have to do it drop in the photo and change the text/date.  I'd also like to be able to adjust the top/bottom/sides (the dark area) to accommodate the photo as I'm sure each photo won't be exacly the same size.  And also be able to adjust the color of the dark areas.  I was thinking of manually creating a canvas with a rectangle marque selected area for the top, bottom, left side, right side - and make each of those its own layer (that way it can be adjusted as needed).  Would something like this work?  I've tried to start this but not sure how to start from a new document, meaning, I don't know what size to make the new document to work from.  I'm used to opening an actual image and just working from that.
