Need step-by-step IKEA instructions for Tool v. Brush presets

Longtime user of Photoshop, but the process of assigning presets to tools and brushes seems to have changed, toward greater confusion and more unneeded options. At least it seems that way to me. Anyway, can someone write out (or refer me to) a short description of the steps required to: create a set of presets for both brushes and eraser, one that would work for both tools, that would offer Opacity from 0-100%, Size from 2px to 250px, and Hardness from 0-100% in 5 or 6 steps? There are two different categories of presets, brush and tool, so which quality goes with which category? It seems to me that I was once able to select a tool or brush of a specific opacity, then shift to selecting a size, then to selecting a hardness level, and I would retain the original tool choice and opacity setting. I could have the order of variables wrong or backwards, but then which setting takes precedence? Tool? Hardness? Opacity? Size? Anything will help.
