Neural filter and actions: it only works if used on the original photo used to create action

It is known that the neural filter part of an action sequence will be skipped by the action, usally.

 

In my test, I used photo001.tif (3517x2383, TIF, 24MB) to create the action (Filter--Neural Filters--Photo Restoration--PhotoEnhancement,40; Enhance Face,15--OK--Save As Copy)

 

I was able to get the action to perform the neural filter on one of the photos I tried it on. But most failed. I returned to the original photo001.tif I used to train the action. When I ran the action, I saw a progress bar called Neural Filters appear for half-a-second and then the action end. And photo001 copy.tif was correctly enhanced with the action.

 

Is there something about this fact that one can take advantage of to get Photoshop actions to allow the neural filter process to take place as part of an action?
