I concur with some of the links others have posted. Depending on where you live you may have access to Linkedin Learning. Several public libraries provide free access to hours of many of the Creative Cloud apps. You can login at home. They do not have the marketing. In addition to other sites posted, some other good sites on YouTube;

There are several awesome sites available to learn PS. However, the best learning method is to immersion and learn nuances of the feature.
