Every time I open a file in photoshop it automatically adds a new smart layer. I do NOT have "always create smart objects when placing" checked in preferences. How can I stop this ?
You can back up preferences first - then restore them if resetting does not resolve your issue.

If you are opening RAW files from Camera RAW, then the default is to Open Object. If you use the drop down and choose Open then it will open as an ordinary raster layer.

Thank you - I do know about that but what I meant was that it adds the smart layer to anything I open in ps not just raw files from camera raw.

If that setting’s already unchecked, it usually happens with certain file types (like vectors or PDFs) since Photoshop forces them in as Smart Objects. Try opening the file directly instead of placing/dragging, or reset preferences — that often fixes it.
