New stroke after adding canvas

No matter how I try I'm unable to add a stroke in the following situation.

I duplicated the ackground layer and with Layer 1 active, put a stroke around the photo.  I then added white canvas on the right side of the photo and am attempting to add a second stroke around the entire enlarged document. But either nothing happens or only the stroke around the photo is effected. I have tried using the Edit/stroke command and also using Stroke found under the fx icon. 

I know it can be done but do not know what I am doing wrong. Help would be appreciated.

Hey, @MarkNF. Welcome to the Photoshop Community. I'll need more information to help you figure this out. Please share the system information from Photoshop Help > System info > Copy and paste into a text document > upload and attach here. 

Also, share more details, like the version of Lightroom, operating system details, screenshots & video recordings of what you see. A reference image for the result you want can help.
