offset border around an image

Hi I literally thought there would be so many tutorials on the net in answer to the question above but nothing, so hopefully someone can help me out here.

I am trying to imitate a social media icon with an offset 1 px border circle around it.  See screenshots.

I thought I just had to make a new layer with the eliptical marquee and add the stroke but its not showing up.

Layer 2 appears to be empty so what are you trying to achieve with it? 

And please just post screenshots that include the Canvas and all pertinent Panels, not just snippets. 

Why are you using the Elliptical Marquee Tool instead of the Ellipse Tool anyway? 

Shape Layers’ strokes are in several regards superior to the Layer Style Stroke.

Thanks I have no idea why I didnt use the ellipse tool .. you get into the habit of using photoshop for the things you need and then you forget the obvious.  I had the shape tool set to arrows and didnt even think of it.  Thanks
