Open as Layers in Photoshop not working

Running V22 photoshop and when you open as layers in photoshop on a few of the layers make it across before the program quits importing.  The bottom layer turns into "load layers" without completing the task.

Does the third CR2 file open in ACR  when you just select that one RAW file

Yes. If you open the file individually they work fine.
