Open file out of a plugin

Is there a possibillity to Open a Image file out of an Import Plugin like:
Open("C:\\image.jpg")

If you want Photoshop to open the file, the answer is, no.
If you want to open the file in your import module, the answer is, yes. Use fopen or other APIs.
