Opening photoshop looks as if everything is zoomed in

Nothing has been updated, it's just started happening. Weirdly though the open dialog has a larger font size than usual in the explorer box that pops up.

UI Scaling is 100% and Preferences have been reset too.

There is no nothing zoomed, you have a large screen resolution that you have to change in Windows Settings, there is no nothing wrong with your Photoshop.
