Opening Raw Files

I have PScs2 and a canon rebel xs.  I have raw picture files cr2 and I can't open them in photoshop.  Says it is the not the right kind of document.  When I go to Apply Camera Raw settings, they options are all gray.  Does this mean Camera Raw is not there?  Can anyone help?  Please
