when attempting to open a photo in Photoshop on my HP Laptop, details below, the photo appears in the layers tab bottom right, but not in the workspace /desktop: It is a constant Black / White strobe. The desktop /workspace flashes Black and white

Apologies for the flashing/strobing you're experiencing when opening files, this tends to affect older graphics cards (GPU) that don't support all of the aspects of DirectX 12.
For Windows:
For macOS:
We would like to find out if there are any of you on Windows for whom:
A. Use Older GPU Mode is Checked, and
B. Deactivate Native canvas is Unchecked, and
C. are still experiencing this strobing issue with a GPU that supports DirectX 12?
If so, could you please provide Photoshop's Help > System Info dialog text in this thread?

If you're still having issues after trying these troubleshooting steps, the next recommendation would be to look into updating your graphics card (GPU) to something a bit more modern.

Hello, my name is Willys, I'm from Brazil and today, 04/11/2023, I went to open photoshop to scan an illustration, it opened normally, but the desktop keeps blinking non-stop and I can't work.
I've uninstalled and reinstalled, restarted the computer and nothing works.
Last time I used it, it worked fine.
Another thing is that I went to check my workspaces that I had saved and they were all gone (perhaps because I had uninstalled and reinstalled photoshop?) which makes no sense, because if once configured and saved this cannot happen.
Can anyone tell me what's going on?
I got this help response:
open photoshop>edit>preferences>technology preview>check "disable native canvas"
then restart photoshop
and responded after executing the guidance tip:
Hello, thanks for the help. I followed the guidelines, "disable native canvas", but it was already disabled and did not return to normal. This never happened, could it be another problem?
Unfortunately I haven't been able to solve it yet and I need it to be able to study, because I'm stopped. Does anyone else know what could be going on?

Hello thedigitaldog, I've "temporarily solved it" (I had to deactivate my video card, but I won't be able to stay like that, because I have animations to study) I'll try all the possible tips I'm getting, and thank you for your help.

@juliaf55800402 You can contact Adobe to ask them why your graphics card that should work does not. Staff is on this forum, but they may or may not see your post in the midst of a thread with 770 replies. Start a new post, give details, and tag it as a Bug.

Quando abro um arquivo com a opção "gráficos do processador" ativada, a tela de pintura fica piscando rapidamente. Alterando entre uma tela preto e branco, me impossibilitanto de fazer qualquer coisa, inclusive podendo ser um risco para pessoas com epilepsia fotossensível. Já atualizei o windows, o driver da placa de vídeo, mas até agora não teve atualização do photoshop, por isso desconfio fortemente que esse bug seja do programa. Já até reinstalei, mas não resolveu. Por favor corrijam logo isso pois trabalhar com a opção "gráficos do processador" desativada atrapalha bastante.

Apologies for the experience. This was a known issue with the Photoshop 2023 version.
You can try to use the older GPU mode from the Edit > Preferences > Technology Previews > Check Older GPU mode (Pre 2016).

Hello, After upgrading from Phodoshop version 24.2.1 to version 24.3, I can't open a photo. I uninstalled the program and updated 24.3 again and there is still a problem, I returned to Photoshop 24.2.1, the program works normally without problems.
