Patch tool will not move

Hi

When I select something with the patch tool and try to drag, the outline will not move. When I let go, no matter how far I have dragged, it acts as though I've moved it a fraction, if I have moved at all. This makes it completely unusable.

I have tried closing and opening photoshop again, on multiple different images, on background and non backgrund layers, and I have reset all tools twice.

Any advice would be helpful since I cannot do my job without it. Thanks

Hi @A.E.D. can you send a screen recording of the behavior - be sure to capture the entire PS workspace.
