PDF Created In Photoshop Doesn't Render Correctly When Opened

I created a PDF document in photoshop.  However when I open it, it seems to only load half of the PDF...

When I click on the page in the PDF reader though it appears to finish loading the remainder of the doucment. I usually create PDFs in InDesign and have never had this problem.  Is this specific to PhotoShop?  How do I prevent this from happening?

I do not recommend creating PDFs from Photoshop. It may be better to import your Photoshop document into Illustrator, InDesign and create a PDF from there. The document size can also be smaller. The file size may be too large. Please check.
