In terms of photo editing, what steps could I use to effectively lower and shrink shoulders that are too big and muscular (to reach a realistic result)? Do I have to work also on the neck height?

Thanks, I have already tried Liquify but even with it, the problem is that the hair should remain there... I know that they can be masked but in such small areas, it is very hard to obtain a precise result...
