Photopea or Other Software Like Photoshop
- Is it legal using Photopea which web app like Photoshop? Photopea can open .psd but that's limited. I afraid illegal use app like which can open .psd file

Adobe told the world how PSD files work. Here is where they did this: https://www.adobe.com/devnet-apps/photoshop/fileformatashtml/
So there is no problem with other apps reading and writing PSD.
