Photoshop 2020 and neural filters

Using Photoshop 2020 Windows 10. I am trying to access the neural filters, specificlty those that reference colorizing photos. Can't find neural filter on my S. Does Photoshop 2020 no come with this filter? Is there a wy I can DL this filter for my use on PS2020. Thanks in advance for helping me out.
