Photoshop 2020 render video stuck at initializing

Hello, I am trying to export a 2 frame sequence as a video. When I select the 'Render Video' feature, a progress bar that says 'Initializing Video Export' opens but once it makes it to 100%, nothing happens. 

I am running Photoshop 21.1.1

I've heard of problems with macOS Catalina but I am running macOS Mojave 10.14.6. I tried the workaround of giving Full Disk Access to Photoshop but am still experiencing the problem.

Do I need to update to 10.15 Catalina to fix this? I would like to stay with Mojave. Any advice is greatly appreciated!

same problem i have a mac with Mojave,32GB ram , . it look  like a bug, i consider installing previous PS version.. anyone?
