I think I've probably figured out what was wrong. The new windows update KB4541335 seems to be the culprit. After reading news on some tech websites reporting problems with this update, which I just did a couple of days ago, I went ahead and uninstalled it, and the problem is gone! I tried to do the same blending process 6 times all went well!

I paused windows update for one month to see if Microsoft will release a new update addressing this issue.

Hopefully this post will help somebody else.

Thank you c_pfaffenbichler.

Yes, I've gone through all these methods. To be honest, most of them are irrelevant to my scenario as I have almost top setup for Photoshop environment.  When this happens, CPU and memory usage are both below 25% and disk activitiy is minimal. (CPU: i9-9980HK, 8 core upto 5.0Ghz, memory: 64GB with 48GB allocated for Photoshop, and 2TB Samsung EVO Plus NVME SSD with 220 GB free on C drive).

It only happens recently, I think after a couple of recent updates. It was very fast before, but nothing changed other than updates.
