Photoshop 2020 welcome screen not working also other adobe apps

This is what my photoshop welcome screen looks like, please help. I may have deleted some adobe source code (a .css file and an html file or two). This is how all of the adobe applications are looking in opening screens now. I have tried uninstalling and reinstalling both the apps individually and the entire CC desktop program. Please help.

Sorry that Photoshop 2020 Welcome screen does not load correctly as you believe you might have changed a .CSS or  HTML source code files. 

 

Let's start with restoring the app preferences as this will reset the app settings.

You may want to backup your settings beforehand: https://t.co/4dX7gkr36D

 

If that does not help, chances are that some required app components are missing. Please reinstall the app from the Creative Cloud desktop app and let us know if that helps.

Thanks I already have uninstalled photoshop as well as the entire creative cloud desktop app, and then reinstalled all. When that didn’t work I tried again followed by creative cloud cleaner program, that also didn’t work. Finally I contacted adobe support who connected to my computer remotely and repeated the steps I took as well as doing a lot of other things in the library with preferences, deleting old files etc. The person seemed to be perplexed at what was causing this issue. I’m operating on macOS Catalina 10.15.3 , all adobe apps are updated. I am worried I’m going to have to restore my laptop to factory settings. I don’t understand how deleting any code could have caused this because wouldn’t cc install new code upon reinstallation? ESP after running adobe cc cleaner? —thank you for responding to my post , Abby
