if I use SPACE - moving is smoothly

Press F once to see if the same phenomenon occurs in fullscreen mode.
I watched the video and this is what I reported a long time ago.
If what I expect is correct, it feels like the frame difference between Standard view mode and Fullscreen mode.
The frame may not actually be different, but in Standard view mode, a scroll bar appears, and the screen does not move smoothly, I don't know if it's because of that.

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
