Photoshop 22.0.1: Splash screen constantly reloads and prevents to use application

It has been a while since I tried to open Photoshop but now when I tried to do it, the "splash screen" which is shown right after the application starts, prevents me to do anything. Splash screen I am talking about is a smaller window opening on top of the application and it tries to load some content. However, after a second, it closes itself and right after pops up again. If I try to close the splash screen, it closes the whole application. Attached the screenshot of the splash window.

 

I tried to reinstall Photoshop, tried to use creative cloud cleaner and removed everything related to Adobe products, tried to update graphics card drivers and then install again Photoshop. With no luck, same thing again.

 

Any suggestions what to try next? OS is Win10. I still try to update it to "Feature update to Windows 10, version 20H2" but after it, I am completely lost to what else I should look for.

That looks like it's trying to log you in, but fails.

 

Just close down PS and Lr for now. What you need to do is open the CC desktop app and check your login there. If you're not logged in, doing it here will also log you into all applications.

 

If you are logged in, try to log out and then back in.

Oh great.. Same happens with Lightroom so it is useless as well.

Yup. It is not exactly the splash screen, you are correct. It is something what is happening right after both applications are showing the initial screen shown in screen capture behind the popup.

 

It is something what both applications are trying to launch - I am not sure if it is some kind of welcoming screen after upgrading to the latest version or similar. But it is never able to load anything but closes after second or two and then pops up again. Amd closing popup with X-icon, closes also underlying Ligthroom/Photoshop

Adobe may be trying to pop up some tutorial or info if its  the first time your using Photoshop. The Windows seem the have Adobe dropping's in them. I can not make out Adobe application Icon is in the bottom left of the brown window. Could be St which is Adobe Stock I  do not know why it seem the hang on you.  The Pale blue packman icon top tight is something else I also don't know
