To add shortcuts to your desktop, follow these steps from Microsoft Help:
You can create desktop shortcuts for specific Office files or documents.
-
In Windows Explorer, browse to the document or file for which you want to create a desktop shortcut.
-
Right-click the name of the document, and then click Create shortcut. In Windows 11 you may have to select Show more options to find Create shortcut.
A shortcut for that document or file appears on your desktop.
Most likely the existing shortcut was for a previous version of Photoshop that was no longer installed.
I've moved your post from Bugs to Discussions since this is a Microsoft issue.

The Photoshop installer will not create a desktop shortcut by itself. You have to make one.
It will appear in your Windows start menu, from which you can right-click and pin it to the taskbar. If you want a desktop icon, see Jane's post.
Shortcuts are version specific.

Hey, @PauloSS. Welcome to the Photoshop Community and thanks for the assist @jane-e, @Bojan Živković, and @D Fosse.
I found crash reports submitted with the account you signed in with.
The Crash report is unique and does not relate to similar buckets. So, we'll have to follow the following: Does the problem exist if you use Photoshop (beta)? You can get Photoshop (beta) from the Apps section > Beta Apps in the Creative Cloud desktop app.
If that does not help, please ensure no stale preferences in your Photoshop.
- Windows 10/11: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings
- You can press Press the Windows key > Enter 'Run' > Enter %APPDATA%\Adobe
- Rename the Adobe Photoshop folder by adding a .old at the end. (Adobe Photoshop 2024 > Rename > Adobe Photoshop 2024. old), You can restore these preferences later if needed.(https://adobe.ly/4860qM9)
- Restart the computer.
These changes will give a fresh start to Photoshop as a fresh install. Let me know how it goes.
Thanks!

Hey @PauloSS. Awesome! If Beta works, you can get the tasks & projects done for now.
Also, if you'd want Photoshop 2025 to function, you can follow the rest of the steps & let me know how it goes.
Thanks!

When you upgrade, old shortcuts will point to software or version that is uninstalled; that's why they do not work. That's not an issue with Photoshop; that's how many software upgrades work.
