Photoshop 26.5.0: Glitch after applying color fill in layer (?)

After the recent update to Photoshop, I am now experiencing a strange graphical aberration (noise) when applying the foreground color to a layer. This happened when selecting part of the image and applying the sampled foreground color to that selection, as well as without a selection, and applying the same color using the paint brush tool. I've been using PS for many years, and have never seen this before.
