Tonight I tried to open a photoshop file on my windows 10 enterprise pc. It kept saying not enough ram to launch. I ran windows memory test and no bad ram was found. I've used this version ot Photoshop on different pc's with different windows OS's over the years and haven't ever seen this problem. I had LibreOffice, Explorer, Notepad, and maybe more apps running. I've used Photoshop occassionally on this pc and had no problems. I have an hp desktop with 1tb drive, 8gb ram, 64-bit OS, x64-based processor, hp monitor (1600 x 900). The main apps I use include Norton Security online, LibreOffice 6.2, Firefox Quantum, Quicken deluxe 2009, Epson cx7400 printer and scan. My system does regular updates. Any ideas? Thanks.

Photoshop cs5 from 2010 or photoshop 5.5 from 1999?
If you restarted your computer and without any other programs running, does ps 5.5 start ?

My pc restarted after doing the windows memory check. Ps 5.5 still wouldn't launch when I tried to start it.

I'd be VERY surprised if Photoshop 5.5 ran on Windows 10.
Photoshop CC is $10/month.

I don't use PS enough to warrant CC. Just occassionallyto edit or convert image files. Been using Paint 3D since PS takes so many steps to do what I do in 3D. Just thought I'd fix it if possible. Thanks.

You have photoshop 5.5 circa 1998 or cs5 circa 2010?

PS circa 1998 I think. I bought it at a student discount in 2000.

Resetting the ps 5.5 preferences will hopefully fix the issue.
Go to
C:\Users\UserName\AppData\Local\VirtualStore\Program Files (x86)\Adobe\Photoshop 5.5\Adobe Photoshop 5.5 Settings
and delete the
Adobe Photoshop 5.5 Prefs.psp
A couple of points to be aware of with ps 5.5 is there is no keyboard shortcut to reset the preferences at
startup like ps 6 and later and the ps 5.5 preferences file is actually supposed to be in the actual ps 5.5
program folder C:\Program Files (x86)\Adobe\Photoshop 5.5, but since windows 10 has UAC
(User account Control) and won't write to the ps 5.5 folder without ps 5.5 being run as an administrator the
the preferences are created in the user folder like later versions of photoshop do by default.

I just tried your suggestion and deleted the file Adobe Photoshop 5.5 Prefs.psp. It said that some files were not deleted so I clicked on details and got a message something like this:
In use: C:\Program Files [x 86]\Adobe\Photoshop 5.5\AdobeUI.fon
Not deleted: C:\Program Files [x 86]\Adobe\Photoshop 5.5
Not deleted: C:\Program Files [x 86]\Common Files\Adobe
Not deleted: C:\Program Files [x 86]\Adobe
So I tried to delete all that but couldn't delete AdobeUI.fon because it said it was still in use. I checked the file details and reset the sharing feature on it. I checked Task Manager and Photoshop wasn't running. And I had closed all other programs I was using. Then I uninstalled Photoshop 5.5, rebooted the computer, and reinstalled it. There was an error message that flashed by so quickly I couldn't read it. The installation was successful so I tried to open Photoshop. I got the same "not enough ram to launch" message. I figure I'll just use Paint 3D and such for my limited image tasks. Lesson learned I suppose. Thanks again for all your help.

If you boot up in Safe Mode, are you able to launch Photoshop?
Use "Shift + Restart" on the Windows 10 Start Menu.
Does you system meet the minimum requirements to run Photoshop?
