I am new to photoshop. Can you open a photoshop document that has been previously saved on a personal computer if you no longer have a current subscription or the document was created by another user in photoshop and that person no longer has a current subscription?

5You have more options if you just need to view thge flatterned .psd rather than all of its layers. Gimp will open and edit a layered psd file, and is still free AFAIK

Blimey. Yes it can. That's one heck of an app to have for free. You need an Adobe account, but don't need any sort of paid subscription.
