Photoshop adding positional decimals

Why does photoshop feel that it knows better where I want an object than I do. I want the object centered at 512 x 384. But every time I do this photoshop decides it likes 512.5 x 384.5 better. I have used a number of programs over the years and Photoshop is the only one with this inconvient quirk. Is there are way to have it just do what it's told, instead of thinking it knows best?
