Photoshop Brush Tool Acting Like Move Tool

I am having the issue that my brush tool is acting like a move tool when I use my Wacom pen tablet. When I use my mouse it works just fine, like a brush tool.

The brush tool doesn't work when I am completely zoomed out either; rather, instead nothing happens at all. I have read that most people will be able to use their brush tool as normal if the image is completely zoomed out, but I cannot.

I already tried installing all of the updates associated with this problem, only to come back with the message that none of the updates are compatible with my computer, so I'm going to assume the computer is already fully upgraded. It is a brand now computer, about a month old.

What can I do to fix this issue?

This sounds very much like some sort of driver conflict. And because you say it works fine with a mouse, I'm leaning towards a corrupt Intuous driver. Not uncommon, especially on windows. We have to reinstall ours almost monthly on all our windows machines at work. We use the intuous 4 and 5 here in our office, but we're running Photoshop CC. You may want to ping some people on the Wacom support page and see if they have any advice for using their product with elements. Wacom Customer Support | Wacom

I'm using Photoshop Elements 13, and I can't find this setting anywhere. I'm going to assume that this version doesn't have this feature?

When you say it's acting like the Move tool. Is it actually turning into the Move tool icon and moving pixels around on a layer? And you are correct, Photoshop Elements doesn't have those custom brush features found in the full version of Photoshop CC.

Also what machine, operating system, which wacom tablet, etc are you using?

It moves the image, but it doesn't change into the move tool icon. It's just moving the image around, like Navigator would - all of the layers/image, not just the layer selected.

I'm using a Lenovo ideapad Laptop x64, Windows 10, Wacom Intuos 4 tablet, updated drivers....

I do keep getting a message to install an upgrade on Photoshop and I install it, but the very next time I open Photoshop the message is there again.

I actually had to do this when I installed Paint Tool Sai, so it's pretty understandable. I'll  just reinstall it again
