Since the last two weeks sometime when I booted into photoshop the GPU wouldn't load and completely greyed out in Preferences. I followed the troubleshooting guide. I have installed 22.3.1, 22.3, 22.2, and 22.1.1 - the last two mentioned by the way were working fine until maybe two weeks ago, but since I installed 22.3.1 and then tried reverting back to the previous versions those two are now not working either. Today I tried updating the AMD driver to 21.4.1 (the previous driver I had was the one before, 21.3 something) and that did not solve my issue. I rebooted my PC in between each installation and update.
Luckily Photoshop 21.2.7 works fine and I hope it will be available for me to work with until this bug gets fixed.

Confirm that your card meets these requirements including the VRAM minimums.

Been having the same issue. After re-installing my AMD gpu drivers (with no success) I uninstalled PS 22.3.1 and re-installed 22.3 and now PS can find my graphics card. Only having issues with 22.3.1 on my desktop (my work horse), no issues with my laptop.

I should have mentioned that my GPU is an AMD RX 6800 (Ryzen platform 100%).
