Hello when trying to install my old version of PS it blocks as shown in pic attached. How resolve? Thanks

CC versions of Photoshop should be installed using the CC application. Provided you have a valid subscription it will allow you to install v26, v25 or v22.2.

I am not into cc and stuff. I just clicked on PS installer. Exe and got the blocking.
What should I do instead?

It won't work that way. The CC desktop app is the installer. Best case, clicking the .exe will try to open the CC app, but if that's not functional it will just stop.
You can't use Photoshop without the CC app.

Normally the CC desktop app will only support installing the latest + one previous version. In addition, version 22 is still available because it was the last version with functional 3D.
Maybe, just maybe, launching the 2017 installer exe will launch the CC app and allow it to go through. If not, install version 22 (2021) which will probably work on an older system. I assume that's what you have since you're still on the 2017 version.

Did you have PS 2017 installed before or is this a new installation? Where did you get PS 2017?

As long as you have a valid subscription, log in to your account, download and install the CC app first and then install all other apps in your plan from there.

PS has only been subscription based since 2013. Your version required a subscription. If you no longer pay for that, you no longer have access to the program.
