Hi, I have this problem since I upgraded new photoshop 2018 with previous version all works fine.
When I go to configuration (ctrl+k) I can modify every item except Performance, when I click on performance it sends a message An integer between 96 and 8 is required. Closest value inserted. So any solution has to be different to try to modify parameters on Performance because Photoshop doesn't allow me to enter to that dialog.
I have tried the following procedures, but none of them have worked:
My system has 32GB RAM and from Photoshop System Info it indicates that Ps is using only 8MB RAM:

I re-installed Windows 10 then Photoshop and the problem seems to have rectified itself. A long way around but it worked for me.

Is it all fields in the performance preferences or just the RAM% field that you can't edit?
Also, the amount of ram free and in use can be reported wrong by system info, so it would be helpful to check Task Manager and see what the OS reports PS to be using. My guess is more than 8MB, but I may be wrong.

I can't change any parameter on performance, as soon I click on performance I get an error.
I'm assuming is a problem with the amount of RAM that detect PS, but in my original post you can see that PS detect my 32GB RAM.

Free memory: 2 MB
Memory available to Photoshop: 8 MB
I'm going to remove some memory of my computer and reset PS configiurations, just to try.

I tried your solution and it worked. First I tried on a virtual machine and it worked then I tried with a real hard drive and also worked, so I have installed all my system again, as you said a long way around.
I hope some day on a future update or upgrade Adobe solves this problem, because the time and energy wasted is too much.

Adobe, please check your logic of getting free memory in Windows 10 FCU, and please fix it, THANKS!
Anyway, only 2MB of free space seems impossible for modern PCs.
Here's what I've got from "System Info" panel:

I've been using Photoshop for ages and not had this issue until the 2018 update. Not impressed. I was able to solve it by increasing the RAM allocation a bit but I suspect that won't fix this issue for larger files. Is it my available hard drive space that's the issue (i.e. too full)? The document I was working on only has 2 layers and I was trying to use the heal tool. The document size (width:height) is also relatively small. I don't have anything else running besides Norton Safe Vault (password manager) and Edge (browser). It's not really practical to reinstall the OS.
Any idea why this is happening, Adobe?

I don't believe that the problem is on hard drisk free space, because I'm using two hard drives as scratch for photoshop and both are plenty of free space (one disk has more than 1 TB free). When I upgraded to 2018 version and I had this problem I unistalled it and installed again 2017 version and the problem persisted on a version that was working fine.
I really believe that is some problem with Photoshop, but Adam Jerugim has said nothing about a solution.
My Photoshop is working fine now, but I have installed Windows from scratch and all the software that I use to half solve this issue is ridiculous.
This is a copy of my System Info from Photoshop and you can see that Photoshop has reported only 2MB of Free Memory and that is a mistake or an error.

Out of curiosity, how much space do you have available on your primary/OS drive (not your scratch volumes)?

I have a dedicated SSD drive for OS (no data, documents, pictures....) just for Windows and Sotware: 186 GB free
One SSD (K) just for Lightroom Catalogs and the photos of the present month, at end of the month I delete the photos and move the location to drive D.
Drives D and F for work and backup (also I have a NAS for external backup)

For those who are having this kind of problem, below is a Youtube tutorial (not mine), that worked fine for me (i have a system w/ 4Gb of Ram that started to give the same errors today). Hope it helps you:
