Yes, I've had that happen, but not with CC 2019.  I think in my case it was to  do  with the number of drives I have.  Try opening the Preferences Scratch tab.  I still have to wait four seconds, but it has been as long as a  couple of minutes with my old system.

Photoshop only shows the drives connected directly to the MB.  Speccy took seven seconds to find all the drives.  I am sure it was _much_  longer previously, and I strongly suspect it is to do with Windows 10.

I'm using 1803

How long are you waiting?

When you restart Photoshop, does it try and recover the lost files?

Do you have File Recovery  turned  on, and at what interval?

When you say wakes up from sleep, do you mean sleep or Hibernate?   Hibernate is the work of the devil and turning it off is one of the first things I do with a new OS install.

It freezes completely......nothing could be done with the app, I need to shut it completely down (end process) in Task manager. I think it has nothing to do with number of drives. Everything worked fine until the last update to PS CC 2019 20.0.1.

I mean sleep mode, I've just took a look at my setting, and I have hibernating disabled. So sorry for being not accurate.

CC 2019 more often then not will hand if my Windows 10 1809  machine goes to sleep and is woken up.  CC 2019 does have a problem IMO.  I Adobe seems to be working on 39 problems now in cc 2019 some day they may get around to this one. Adobe tries to make version of Photoshop that are at least stable.  Adobe does fix stability problems normally.  CC 2019.0 also hung most of the time also.

I also have a problem with the 2019 version. Older 2018 worked fine. I also put my Windows 10 computer to "sleep mode" for nights and on mornings when I open the computer, Photoshop has to be shut down from Task manager. Not cool :\.

I may have something to do with scratch disk.  I normally just have my boot SSD as Photoshop scratch disk.  It has normally 120GB free.  However I have seen Photoshop use more that 120 GB of scratch disk.  So if I am going to do a large Batch Photoshop job I will change Photoshop's Scratch disk to have my external 4TB usb3 disk Photoshop First scratch disk and restart Photoshop before running the job.

When I wake  windows from sleep sometime it seems to take some time for the externals disk to show up and I will receiver a windows  message like how do I want to user E:.  This may be part of the hang problem I have with Photoshop waking up from sleep. Photoshop is more likely to hang when E: is one of its scratch disk.

However I think there is more to the problem than external scratch disk.  I have seen PS hang on wakeup when E: was not configured as a scratch disk.

I have noticed the I am having the same issue with Photoshop freezing the moment Windows sleeps and I wake it up.  It works perfectly fine until that point.  The only way to unfreeze it is to minimise the Window.  But it will freeze again within seconds.  So frustrating.

I even tried to re-install Photoshop but with no successful.  Photoshop 2019 is proving to be a dog with fleas.

Never had this problem because when I reinstall Windows (rarely) one of the first things I do is turn off Hibernate! 'Powercfg hibernate off' in a command box. KISS.
