The Color Balance filter does not work in Photoshop. I slide the bars but the colors do not change. I have tried every suggested solution I could find on line with no success. Any help is appreciated, thank you.

What version of Photoshop and Windows are you using?
Is that the Image>Adjustments>Color Balance and/or a Color Balance Adjustment Layer that doesn't seem to be working?

And if it's a direct pixel adjustment, as opposed to an adjustment layer, make sure the Preview box is checked.

Hey, @RFH11566. Welcome to the Photoshop Community. I'll help you figure this out. You've got good advices from @D Fosse, and @Jeff Arola.
Go to Edit > Preferences > Technology Preview > uncheck 'Enable Modern User Interface' and check if the issue exists.

@Sameer K - I was having the same issue, and turning off 'Enable Modern User Interface' fixed it for me.
It was actually just the preview that was broken, for me--the Color Balance filter still worked, but you had to actually apply it to see the changes, regardless of whether the "preview" box was checked or not. Also, it wasn't just Color Balance--previews for a bunch of the Image Adjustment tools were not working. Not all of them, but a random assortment of them refused to show previews.
