I use Photoshop to edit images, and it almost always consumes a lot of RAM. Many times, the usage goes over 98% of my RAM, causing my computer to slow down significantly. Only when I close Photoshop does the RAM usage return to normal. Does anyone know how to fix this.

Photoshop will take the RAM allocated to it, and is designed not to release it until closure. That way it does not have to repeatedly request RAM from the OS.
What is your maximum RAM use setting in Preferences > Performance?
