Photoshop Disk error on RAW files

Why will photoshop24 not open raw files? 

Everything has full disk permissions, they open fine in lightroom and other adobe apps. Psd files in the same location open fine on photoshop.

Just ARW files, it so so frustrating. What is wrong with the developers that they let this issue perpetuate year after year.
