Photoshop flame transformation

I created a flame in Photoshop using a path and the flame filter.

 

However, I cannot transform the flame -- I want to rotate it. 

 

The transformation commends can rotate the path, but not the flame that was created from the path.

If you go to the Paths panel and click below the Path to deselect it, then do the Transform commands work on the Flame?

Create a new blank layer before running the Flame filter, then with the Flame

on it's own layer you should be able to rotate it.

The flame is on a separate layer. But transformations don't work.
